How you grow
You move up when you are already doing the next level's work, not when a clock runs out. You and your lead track this against the four dimensions in regular one-on-ones, so review time holds no surprises.
Moves between levels happen through the appraisal cycle, documented in the Employee Handbook under the Performance Appraisal Policy. The levels themselves are set out on the career progression pages. What the cycle decides is whether you are already working at the next one.
Being stronger on some dimensions than others is normal. The four are a guide for the conversation, not a checklist to tick. What matters is the trend, and the scope you can own.
One exception, at Level 0
If you join at Level 0, we expect you at Level 1 within nine to twelve months. You still move when you can do the work, and that work is set out on the track pages. Getting there is on you. If you are not moving by then, your lead tells you what is missing.
The plain test for Level 1: a Lead would put you in front of a client without preparing them first.
